Karnataka Government’s Scheme For Low Cost Housing Struggles To Start


Bengaluru, regardless of its rapid development in the technological and commercial sphere, has its fair share of the proportion of the population who falls are unprivileged and homeless.  The Chief Minister of Karnataka, Siddaramaiah kick started his beneficial project for constructing 1 lakh homes for the poor people living in Bengaluru. The scheme is a part of the congress government’s fund to provide a total of estimated 500,000-700,000 homes across the entire state. According to this scheme, beneficiaries from every category would be able to apply online for the booking of houses. The estimate construction cost will be roughly around 5 lakh. The State Government has given 431 acres to Rajiv Gandhi Housing Corporation and will provide financial support of Rs 2 lakh for SC/ST categories and roughly 2 lakh for general category. The scheme, if successful, would be extremely beneficial for the underprivileged sections of the urban population in Bengaluru.

Regardless of the benevolence of the scheme, the construction of the houses for poor urban struggles to make a start. The main reason is the lack of proper response and less number of applicants which is making it difficult to start the project. The housing plan was first publicized in the year 2017th State Budget, and the implementation date for the scheme was stated on October 10. Though the constructors are ambitious and hopeful to begin their work before the election dates which are declared, they are unable to do so.

The reason for less number of applicants can be due to the compulsory online application process. The prime agency is responsible for the performance of the housing scheme, set on January 5 the final date for applying online. However, the poor reply from beneficiaries forced the agency to revise the last date to January 31. Again, RGRHCL received just 26,617 applications, which is just a few of the entire houses to build. This is creating a huge problem.

There is the heavy and unmet demand for construction of buildings for unprivileged. However, due to the dearth of sufficient responses from the beneficiaries, the deadline is getting extended. Housing Board Principal Secretary, Kapil Mohan said that once the project starts, it would get 10-12 months for complete a structures. The RGRHCL gave out a tender to construct approximately 1,935 houses. The final date for participating has been shifted to February.

State convener, Narasimha Murthy, claims that the reason for such a poor response from the mass may be attributed to the lack of consciousness and the lengthy online process which is not user friendly is preventing the beneficiaries as of applying and hence has gained a poor response from the mass. He also stated that most the underprivileged in Bangalore and do not have the necessary compulsory documents for applying the housing scheme and hence this is making them unable to apply it online. Moreover, due to the abovementioned reason, middle class constitutes the majority of the population that is applying for the housing to benefit from the scheme.
